So there will be an RFP (Request for Proposal) and probably an associated SOW (Statement of Work), as well as a list of contract line items (CLINs) for delivery (eg schedule, staffing, reviews, demonstrations, tests, etc). T&M is time & materials, but you have to have estimates for the various tasks, a program management plan, possibly a risk management plan, a number of specifications and design documents to show how you plan to process this number of reports, etc. Current provider is GD, primarily a DoD contractor. There will be some BIG companies bidding on this, and they will get direction from "above". Added: there may also be a small business set-aside for a portion of the work.
