The best case scenario here is that this will amount to a soft or economic slavery - "be a good citizen & do exactly as you're told or it's off to the camps for you". So apartheid wasn't good enough, now South Africa (& other countries) wants to make slavery great again, except this time it's based on 'non-elite' or 'non-aristocrat' status.
And we really should call this out as the reinstitution of slavery. Imagine the specter of herding mostly blacks into forced quarantine camps, at least force the evil sickos to have to deal with incendiary imagery like that, it would be nice to see some of them get asked point blank "why do you support herding blacks (& other ppl too but the most powerful imagery is with them) into quarantine camps and similar lines of 'inquiry'".
It is also important to make an absolutely clear moral case why this is an unequivocal abomination.
